According to the approved Adjustment Project of Cam Ranh City Master Plan to 2045, Cam Ranh is oriented to develop urban subdivisions including 9 areas. Specifically, Area 1 will be the central public administrative - commercial service urban area belonging to the current inner-city wards of the city. This is the area where the existing centers of the city are concentrated, such as: Administrative - political, public, educational, cultural, sports, historical centers of the city. Area 2 is oriented to develop cultural tourism and nature conservation, located in the northwest of the city, mainly in the Hon Rong mountain area. This is also the area to develop the tourism service center at the foot of Hon Rong mountain with diverse types of tourism, associated with nature conservation... Area 3 is oriented to be a commercial - logistics service urban area associated with the airport mainly in Cam Nghia ward, Cam Thanh Nam commune and part of Cam Phuc Bac ward. This is an area that is being developed into a comprehensive logistics urban area, airport logistics, international waterway passenger port, and bus station.

Area 4 is oriented to develop as a service-tourism urban area, in Cam Nghia ward; is an area for developing urban areas, commercial services, coastal tourism services, especially high-end coastal tourism services. This area is a logistics urban area with the traffic hub being Cam Ranh international airport and the international waterway passenger port. Area 5 is oriented to develop as an area for developing tourism services, agriculture and ecological landscape, in part of Ba Ngoi ward and Cam Phuoc Dong commune. This is an important flood drainage area of the city; mainly urbanized village land, from which low-rise residential units are formed between agricultural land, flood drainage systems; encouraging the development of eco-tourism, tourism associated with agriculture. Area 6 is oriented as an industrial-logistics urban area, in Cam Thinh Dong commune and part of Cam Thinh Tay commune; is the area for developing a logistics center in a convenient traffic area on the basis of ensuring a large land fund, capable of connecting to technical infrastructure hubs and industrial parks and industrial clusters in the city.
Area 7 is oriented as a peninsula urban - tourism service area, including Cam Thinh Dong commune and part of Cam Lap commune; is the area for developing a peninsula urban - tourism service area, along the bay, maximizing the advantages of the natural terrain of the peninsula and Binh Hung island; is the southern gateway area of the city, welcoming tourists from the south to Cam Ranh. Area 8 is oriented to develop as a western mountainous ecological landscape area, including Cam Phuoc Dong commune and part of Cam Thinh Tay commune; is the area for protecting forests and surface water sources of the city; and is also an important buffer zone connecting tourism with Khanh Son district and major tourist areas such as Ninh Thuan province and Da Lat city (Lam Dong province). Area 9 is oriented to develop as a national defense and security protection area, belonging to Cam Nghia ward; it is an area that plays an important role in protecting national defense and security, belonging to Naval Region 4. In this area, there is also a military-civilian international port managed by Naval Region 4.
Upgrading urban areas to districts
On December 22, 2023, the Provincial People's Committee issued Decision No. 3219 approving the Urban Development Program of Khanh Hoa Province to 2030, with a vision to 2045, requiring the People's Committee of Cam Ranh City to urgently develop a plan to meet the standards to become a district by 2030. Immediately after that, the People's Committee of Cam Ranh City urgently reviewed, supplemented, upgraded communes to wards and upgraded current wards to meet the set goals. To become a district by 2030, Cam Ranh needs to meet 28 standards according to the instructions of the Provincial People's Committee, and at the same time, 6 communes of the city must currently meet the standards to become wards.
According to Mr. Nguyen Hoat - Vice Chairman of Cam Ranh City People's Committee, the city has set a roadmap in 2024 to establish and approve the Cam Ranh City Urban Development Program to 2030, with a vision to 2045. From 2027 to 2028, the project to upgrade and recognize Cam Ranh as meeting the criteria for a type II urban area will be established and submitted for approval. In 2028, Cam Ranh needs to meet 3 standards: Average income per capita/month compared to the national average: 1.4 - 1.75 times; the rate of non-agricultural labor in the inner city and inner town areas reaches 80 - 85%; the ratio of traffic land to urban construction land reaches 15 - 22%. From 2026 to 2028, there will be 6 communes becoming wards of the district. From 2028 to 2029, the project to establish Cam Ranh district and wards under the district will be developed and approved according to the general planning orientation. To strive to become a district by 2030, Cam Ranh needs a total capital demand of about 220,000 billion VND to focus on investing in many key projects and works. Mr. Le Ngoc Thach - Chairman of Cam Ranh City People's Committee said that in the General Planning of Cam Ranh City to 2045, attention has been paid to developing transport infrastructure to create momentum for the city to attract investment and strongly develop tourism, logistics... Specifically, in terms of roads, National Highway 1 will continue to be upgraded and renovated, oriented to build a National Highway 1 bypass, complete the North-South expressway and provincial roads... In terms of railways, the Hanoi - Ho Chi Minh City railway line will be upgraded and renovated. Ho Chi Minh City, renovating Cam Thinh Dong station and Ba Ngoi Ward Intersection station, Cam Linh Ward railway station... In terms of waterways, Cam Ranh port will develop with the scale of Cam Ranh wharf area to receive general cargo ships, containers, bulk cargo ships with a capacity of up to 70,000 tons, liquid/gas cargo ships with a capacity of up to 10,000 tons. Cam Ranh international airport will reach level 4E by 2030, with a designed capacity of 25 million passengers/year. By 2045, the passenger terminal and other items will be gradually built and expanded to reach a capacity of 36 million passengers/year. In Cam Nghia ward, a seaplane airport is also planned to serve tourism development.
Mr. LE NGOC THACH - Chairman of Cam Ranh City People's Committee: After the Project to Adjust the General Planning of Cam Ranh City to 2045 was approved, the city has made efforts to speed up the progress of establishing and approving zoning plans, calling for attracting non-budgetary investment to soon realize the plan. In the coming time, the city will continue to expand and extend a number of north-south connecting routes, such as: Hoang Van Thu, Le Duan, Nguyen Van Cu, coastal road; Expand and extend some east-west connecting routes, such as: Nguyen Cong Tru, Nguyen Chi Thanh, August 22, Hiep Kiet Binh Tien... At the same time, call for investment in non-budget projects, such as: Cam Ranh New Urban Area, Cam Phu Ward High-Quality Urban Area, Tra Long Residential - Resettlement Area, Cam Thinh Dong Industrial Park, Cam Thinh Dong Industrial Cluster, Cam Thanh Nam Industrial Cluster... The goal is that by 2030, Cam Ranh will meet the criteria to become a district, contributing to making Khanh Hoa a centrally-run city.
