In the draft report on the pre-feasibility study of the North-South high-speed railway project, the Government emphasized the importance and necessity of building this railway line.
Why choose 350 km/h speed?
Explaining the choice of a maximum speed of 350 km/h, the draft document said that the speed of 250 km/h was developed about 50 years ago and was popular about 25 years ago, suitable for short and medium routes.

Speeds of 350 km/h and higher are a development trend in the world, suitable for routes of 800 km or more, focusing on many urban areas with high population density such as the North-South corridor of our country.
World experience shows that with a route length of more than 800 km, a speed of 350 km/h is more attractive and has the ability to attract a higher number of passengers than a speed of 250 km/h. According to the consultant's calculations, on the Hanoi - Ho Chi Minh City route, a speed of 350 km/h has the ability to attract about 12.5% more passengers than a speed of 250 km/h.
The investment cost for a speed of 350 km/h is about 8-9% higher than that for a speed of 250 km/h (infrastructure is about 7% higher; vehicles and equipment are about 17% higher).
However, if investing at a speed of 250 km/h, upgrading to a speed of 350 km/h is difficult to implement and ineffective. Therefore, the Government recommends choosing a design speed of 350 km/h for the high-speed railway on the North-South axis to meet the criteria of modernity, synchronization, long-term vision, efficiency, and suitability with the geo-economic conditions of our country and the world trend.
Where does the 67 billion USD North-South high-speed railway with a speed of 350 km/h pass through?
The entire route is expected to use 3 main types of structures, including: bridge structure - about 60% of the route length, applied in cases where the route passes through urban areas, densely populated areas, crosses rivers and areas intersecting with other works (existing railways, roads, etc.);
Tunnel structure - about 10% of the route length, applied when the route passes through high mountainous areas. Ground structure - about 30% of the route length, applied when the route passes through sparsely populated areas, does not intersect with other works and areas less affected by floods, earthquakes, and has stable geological conditions.
How much is the ticket?
The high-speed rail ticket price is expected to be about 75% of the average airfare of low-cost and economy airlines.
To suit the affordability and attract passengers, high-speed rail tickets are divided into 3 price levels corresponding to different subjects and levels of comfort. The proposed ticket price does not have much difference compared to countries with similar conditions to Vietnam, lower than air, higher than road but with higher service quality, saving time...
The high-speed rail line has 23 passenger stations. It is expected to pass through 20 provinces and cities, with each locality having 1 passenger station, including: Hanoi, Ha Nam, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, and Ho Chi Minh City.
Ha Tinh will add Vung Ang station, which is a freight station that can pick up and drop off passengers, and is also a station connecting to the Mu Gia - Vung Ang railway line. Vung Ang is a large economic zone in the North Central region, so it is forecasted that the demand for passenger transport will be relatively large.
Binh Dinh and Binh Thuan provinces will add Bong Son station and Phan Ri station to serve operations during the exploitation process. According to the consultant's research, the passenger station arrangement plan of the line is similar to the Beijing - Shanghai railway line (length 1,318 km, design speed 380 km/h, arrangement of 24 stations).
4 component projects
The North-South high-speed railway project has a large length (1,541 km, of which 70% are bridge and tunnel works requiring complex design surveys). Therefore, to shorten the implementation time, mobilize maximum resources, and domestic contractors to participate in the implementation, the Government plans to divide it into 4 component projects and deploy them simultaneously.
Component project 1: the section from Ngoc Hoi station (Hanoi) to Vinh station (Nghe An) has a total length of about 281 km.
Component project 2: the section from Vinh station to Da Nang station has a total length of about 420 km.
Component project 3: the section from Da Nang station to Dien Khanh station (Khanh Hoa) has a total length of about 480 km.
Component project 4: the section from Dien Khanh station to Thu Thiem station (HCMC) has a total length of about 360 km.
Based on preliminary selection of technology, engineering, investment scale, and reference to investment rates of high-speed railway projects that have been and are being implemented in the world, the total project investment is initially determined to be about 67.34 billion USD.

The high-speed railway on the North - South axis is expected to be invested with a structural length of 60% as a bridge, 10% as a tunnel and 30% as a foundation, so the project investment rate is about 43.7 million USD/km. This is the average level compared to some high-speed railways in the world with the same operating speed range when converted to 2024.
Where does the capital come from?
With a total preliminary investment of about 67.34 billion USD, capital arrangement in about 12 years, an average of about 5.6 billion USD per year, equivalent to about 16.2% of the medium-term investment plan for the period 2026 - 2030 if the medium-term public investment ratio remains the same at 5.5 - 5.7% of GDP as at present. The Government proposes to arrange public investment capital.
After completing the project, it is expected that Vietnam Railways Corporation will be assigned all means and equipment for exploitation and be responsible for paying the debt for investment costs of means and equipment.
At the same time, during the construction and operation process, businesses will also be called upon to invest in service and commercial areas at the stations; and invest in additional means for exploitation when needed.
Expected progress of bidding for international consultants, survey and preparation of Feasibility Study Report in 2025 - 2026. Deploy site clearance, bidding for contractor selection and start of construction of component projects by the end of 2027. Strive to complete construction of the entire route by 2035.
Regarding the operation organization plan: it is expected that passenger trains and light freight trains (mail, e-commerce, etc.) will operate at a maximum speed of 320 km/h and with 2 types of trains (North-South trains only stop at some main stations; North-South trains stop at all stations, section trains).
When there is a need to transport goods (heavy goods - not liquid goods, bulk goods), the train schedule will be adjusted to transport goods at different times than passenger trains (freight trains require containers, maximum speed of 160 km/h)...
