Happy Home Cam Ranh, whose legal name is Cam Nghia Ward Social Housing Area, was approved by the People's Committee of Khanh Hoa province for investment policy and assigned to the investor, Cam Ranh Salt Joint Stock Company (a subsidiary of VInhomes), to implement the project according to Decision No. 664/QD-UBND, dated April 5, 2023.

Cam Ranh Salt Joint Stock Company was established on April 6, 2000, headquartered at kilometer 15, Km1497, Cam Nghia Ward, Cam Ranh City. The company is chaired by Mr. Nguyen Hanh Phuc as Chairman of the Board of Directors and General Director. Mr. Phuc is also Chairman of the Board of Directors of Tay Tang Long Real Estate Company Limited.

In November 2022, Vinhomes Joint Stock Company (code: VHM) announced information about receiving the transfer of 99% of shares of Cam Ranh Salt Joint Stock Company and becoming the parent company of this unit.

On September 19, 2023, the People's Committee of Khanh Hoa province decided to allow Cam Ranh Salt Joint Stock Company, which is using more than 875,988m2 of agricultural land in Cam Nghia ward, Cam Ranh city, to change the purpose of use to implement the social housing project (NOXH) in Cam Nghia ward (also known as Vinhomes Happy Home).

Previously, on July 18, 2023, the People's Committee of Khanh Hoa province decided to approve the detailed planning project (scale 1/500) of the NOXH area in Cam Nghia ward.

The project is implemented on a total area of ​​more than 87.6 hectares with a population of 20,250 people. The purpose of the planning is to specify the orientation of the planning project of the urban area along Canh Ranh bay (area 3) approved by the People's Committee of Cam Ranh city in Decision No. 669/QD-UBND dated August 1, 2022.

The total investment capital is estimated at VND 3,756 billion, with an operating period of 50 years. The progress of completing investment procedures to obtain a construction permit is from the second quarter of 2023 to the fourth quarter of 2024. The progress of basic construction and putting the project into operation or exploitation is from the fourth quarter of 2023 to the fourth quarter of 2026.

On January 11, 2024, Vinhomes Joint Stock Company officially started construction of the Happy Home Social Housing Project in Cam Nghia Ward, Cam Ranh City, Khanh Hoa Province.
