Implementing 70 zoning plans
According to the report, out of a total of 102 important plans in the whole province, there are 70 zoning plans. In the past time, districts, towns and cities have actively coordinated with functional agencies to complete documents and approve zoning plans as a basis for implementing projects in the area.

To cover the entire planning of Nha Trang City, there will be 29 zoning plans. Of which, 4 plans were approved before March 30, 2024 (the date of the decision approving the Adjustment Plan for Nha Trang City's General Planning to 2040). These plans are consistent with the city's general planning, so the locality will carry out the review and assessment process and report the results of the planning implementation in the first quarter of 2025. Along with that, the city also has 1 plan (the zoning plan for Chin Khuc Mountain) assigned by the Provincial People's Committee to the Department of Construction for implementation. Thus, Nha Trang City is currently implementing 24 plans. Mr. Le Dai Duong - Vice Chairman of Nha Trang City People's Committee said that the entire city has 3 approved zoning plans; 10 plans have been approved by the Provincial Planning Appraisal Council and are being completed for submission to the Provincial People's Committee for approval; 5 projects have been approved by the City Party Committee and are being completed for submission to the Department of Construction for appraisal; 6 projects are preparing planning tasks (expected to be approved in the second quarter of 2025).
According to the report, up to now, the whole province has had 17 approved zoning plans. It is expected that in 2024, 26 zoning plans will be approved. Currently, localities are requesting consulting units to speed up the completion of zoning plan dossiers to submit to competent authorities for consideration. Accordingly, Cam Ranh City has 11 zoning plans, of which 3 are urban zoning plans in the process of implementing tasks and projects, the remaining 8 are requesting approval for zoning plans. Cam Lam District has 4 zoning plans in the process of implementing related procedures and is expected to approve the planning tasks in the fourth quarter. Dien Khanh District has 9 zoning plans in the process of implementing planning tasks. Ninh Hoa town also has 9 zoning plans being implemented. Van Ninh district alone is located within the boundary of Van Phong Economic Zone (EZ) with 13 zoning plans being implemented. Van Phong EZ currently has 15 zoning plans that need to be implemented, and the planning tasks have been approved (7 zoning plans are being appraised and 8 zoning plans are being developed). Khanh Vinh district is in the process of implementing 13 general planning projects for the construction of local communes and 1 project to adjust the general urban planning of Khanh Vinh town. Khanh Son district is in the process of implementing 7 general planning projects for the construction of communes and 1 project to adjust the general planning of To Hap town.
Need to speed up progress
The establishment of zoning plans is extremely important, serving as a basis for implementing large construction investment projects throughout the province. If zoning plans are slow to be approved, projects will be slow to be implemented. According to statistics, there are currently 307 large projects in the province, including 66 new projects, 12 key projects, 168 priority projects calling for investment and up to 61 projects waiting for planning to serve as a basis for implementing the next procedures. Mr. Tran Van Chau - Director of the Department of Construction said that in order to complete the coverage of zoning plans, localities and the Van Phong Economic Zone Management Board must continue to make efforts, focus highly, enhance their roles and responsibilities, and coordinate closely with departments and branches to remove difficulties and obstacles, and speed up progress. The Department also recommended that the Provincial People's Committee direct the People's Committees of districts, towns, cities and the Van Phong Economic Zone Management Board to proactively review and prioritize plans with key projects during the process of developing and adjusting master plans and zoning plans. After the higher-level planning is approved, the People's Committees of districts, towns, cities and the Van Phong Economic Zone Management Board are requested to proactively review approved plans, ensuring consistency at all levels of planning...
Recently, working with localities, departments, branches and sectors on the progress of developing and partially adjusting master plans, district planning and zoning plans in localities, Mr. Tran Hoa Nam - Vice Chairman of the Provincial People's Committee requested the Van Phong Economic Zone Management Board and the Nha Trang City People's Committee to focus on completing the tasks of submitting to competent authorities for approval of 21 zoning plans according to the proposed plan. By December 15, relevant localities, departments, branches and sectors urgently synthesize their planning progress reports, send them to the Department of Construction to synthesize, evaluate what has been done, what remains, and develop an implementation plan in 2025, and report to the Provincial People's Committee for consideration and decision. Comrade Tran Hoa Nam assigned the Department of Planning and Investment and the Van Phong Economic Zone Management Board to review the list of projects calling for investment to focus on implementation; for new investment projects, it is necessary to work with investors soon to speed up the progress of completing documents; review old projects, report difficulties and problems and submit to the Provincial People's Committee a plan to work with investors for consideration and resolution.
