Previously, the People's Committee of Nha Trang City, Khanh Hoa Province, liquidated and demolished the inter-agency working area of ​​the departments and offices to break ground on the project to build the Administrative Center. The agencies had to rent offices. After more than 8 months of the groundbreaking ceremony, the project has not been able to start construction and is still an empty lot. The main reason is that the land for the project must wait for the zoning plan to be approved.

It is known that at the end of March 2024, the Project to Adjust the General Planning of Nha Trang City, Khanh Hoa Province to 2040 was approved by the Prime Minister. On this basis, the People's Committee of Nha Trang City must develop 29 zoning plans (scale 1/2000) and submit them to the People's Committee of Khanh Hoa Province for approval. Meanwhile, localities in Khanh Hoa Province are also implementing more than 100 zoning plans, overloading the work of consulting and appraisal units.

Mr. Tran Minh Chien, Chairman of Nha Trang City People's Committee, said that the land for the construction of the Nha Trang City Administrative Center project belongs to the Zoning Plan (scale 1/2000) for the Residential Area of ​​Tan Lap - Loc Tho - Phuoc Tien Wards. This project has been completed and is awaiting the Department of Construction's appraisal and submission to the competent authority for approval. After the project is approved, the city will complete the legal procedures to implement the construction of the project. In the immediate future, to save money and avoid waste, for agencies waiting to build new headquarters that are currently renting outside facilities to operate, the city is reviewing the redundant facilities after the merger of wards so that these agencies can work there instead of renting outside facilities as they are currently doing.

Mr. Tran Minh Chien, Chairman of Nha Trang City People's Committee, Khanh Hoa Province said: "The City Administrative Center is stuck due to planning, everything regarding budget sources and investment procedures have been prepared, just waiting for planning approval for implementation. Construction must also wait for the architectural competition to be completed, and we will try to start construction by the end of this year. Currently, Nha Trang City People's Committee will take advantage of the headquarters of the wards and communes after the merger, and will not let the units rent anymore but will bring them to the headquarters, avoiding the cost of renting the headquarters".
