TAccording to the investment proposal report, the Nha Trang City Mixed-use Urban Area project is an urban area with mixed-use functions. Therefore, the project is a case where the State reclaims land for socio-economic development, for national and public interests as prescribed in Clause 27, Article 79 of the 2024 Land Law.

According to the Project to adjust the General Planning of Nha Trang City, Khanh Hoa Province to 2040 approved by the Prime Minister, the proposed area for the implementation of the Nha Trang City Mixed-use Urban Area project in Vinh Thai Commune and Phuoc Long Ward includes land plots under the planning of urban-level cultural works, urban service land, urban-level public parks, urban-level parking lots, thematic parks and mixed-use land funds, residential land, water surface and traffic, etc.

According to the Project to adjust the Zoning Plan (scale 1/2000) of the Urban Area - Park - New Administrative Center of Khanh Hoa Province, Nha Trang City, the proposed area for the project implementation is an area consisting of land plots that have been planned in sync with the approved general planning and specifically convert some land plots according to regulations, including land for housing groups, services, residential unit education land, residential unit greenery, etc.

Based on the proposal of Nha Trang City People's Committee, the report of the Department of Natural Resources and Environment and based on the provisions of Clause 27, Article 79 of the 2024 Land Law, in order to ensure the basis for implementing project investment procedures through bidding to select investors using land, Khanh Hoa Provincial People's Committee submitted to the Provincial People's Council for consideration and approval of the list of projects that must recover land for socio-economic development, for the national and public interests in Khanh Hoa province.

Specifically, the Nha Trang City Mixed-use Urban Area project is located in Vinh Thai commune and Phuoc Long ward, Nha Trang city. The project has a land recovery area of ​​about 229.12 hectares.
