On the afternoon of October 10, Mr. Nguyen Thanh Ha - Chief of Office of Khanh Hoa Provincial People's Committee - said that the internal process for handling administrative procedures in the land sector under the authority of the Department of Natural Resources and Environment, District People's Committees, and Commune People's Committees has come into effect since the date of approval according to the decision of the Chairman of Khanh Hoa Provincial People's Committee just issued (No. 2611/QD-UBND dated October 7, 2024).
According to that process, currently all competent authorities have been assigned the responsibility to receive requests and documents according to the law to handle administrative procedures in the land sector in Khanh Hoa province for organizations, individuals and citizens within the prescribed time limit.
The internal process for handling administrative procedures in the land sector of Khanh Hoa province, which has just been issued, is a specific regulation for receiving and handling 63 administrative procedures in the land sector for people and businesses according to the list that the Chairman of the Provincial People's Committee has decided to announce (Decision No. 2221/QD-UBND, dated August 26, 2024).
This includes many administrative procedures in the land sector, such as: land allocation, land lease; registration, procedures for granting, exchanging, adjusting certificates of land use rights, assets attached to land, permission to change land use purposes... according to regulations for organizations and individuals of many subjects and localities in Khanh Hoa.
Of which, there are 2 administrative procedures under the jurisdiction of the Department of Natural Resources and Environment/District-level People's Committee (including towns and cities). There are 42 procedures under the jurisdiction of the Department of Natural Resources and Environment.
There are 18 procedures under the jurisdiction of the district-level People's Committee and 1 administrative procedure (land dispute mediation) under the jurisdiction of the commune-level People's Committee.
The entire internal process for handling administrative procedures in the land sector of Khanh Hoa province (including 990 A4 pages) has very specific regulations on the agency receiving dossiers and registrations of organizations and citizens in need.
As well as regulations on the order, each implementation step, and the responsibility of each unit, organization, and individual (from officers, employees, and unit leaders) for each step; dossier forms, processing time limit and settlement results, and returning results to citizens.
It is necessary to monitor and strictly handle violations of land procedure settlement procedures in Khanh Hoa.
According to an official who has worked for many years in the land sector of Khanh Hoa province, if competent authorities follow the regulations and gradually process records according to the internal process for handling administrative procedures in the land sector of Khanh Hoa province, it will solve many problems and obstacles when carrying out land administrative procedures for people and businesses in many localities and units of Khanh Hoa at present.

However, according to the above official, "the important issue is the results of implementing the internal process of handling administrative procedures in the land sector of Khanh Hoa province will depend on the supervision of the province and the competent authorities on each unit and individual responsible for following that process; whether or not the handling of violations when performing official duties is serious".
On the afternoon of October 10, Mr. Nguyen Thanh Ha also said that the Khanh Hoa Provincial Public Administration Service Center is updating the entire content of the regulations on each step of handling records, belonging to the newly issued internal process of handling administrative procedures in the land sector, on the province's "one-stop" electronic information portal software to process records and control the implementation of handling records and administrative procedures on land for people and businesses.
According to Mr. Ha, updating and monitoring the implementation of internal procedures for handling administrative procedures in the land sector as above will control both the progress, the content of the results of handling records for people and the responsibilities of each unit and individual related to each step in that process.
This will "clearly identify people, clearly identify work and clearly identify responsibilities" to handle cases of procedural violations, contributing to ending the situation of pushing back in handling land procedures and documents for people and businesses.
