The Organizing Committee of the workshop received 43 presentations from experts, scientists, and managers. The presentations submitted and presented at the workshop objectively, scientifically, and frankly assessed and explained theoretical and practical issues on innovation in development thinking; planning development and management; and piloting specific mechanisms and policies for the development of Khanh Hoa province.

After nearly three years of implementing Resolution No. 09/2022 of the Politburo, Khanh Hoa province has completed the preparation and approval of important plans by competent authorities, serving as a basis for managing and attracting investment resources for development. Economic restructuring has been associated with growth model innovation, towards balancing and diversifying growth drivers; gradually becoming a growth pole of the South Central Coast and Central Highlands regions. In the period of 2021-2024, the average GRDP growth is estimated at 8.86%/year (target of 7.1%/year). Based on the analysis and evaluation, the delegates attending the workshop also proposed many practical and highly practical recommendations and solutions. Notably, it is necessary to continue to strongly innovate thinking, build and perfect mechanisms and policies to create momentum for the development of Khanh Hoa province in an inclusive and sustainable direction.

Up to now, Khanh Hoa province has met the standards of a centrally-run city such as a population of more than 1.26 million people/standard of 1 million people; an area of nearly 5,200km2/standard of 1,500km2. The criteria for a type I urban area have not been met.
Regarding the standards of socio-economic development structure and level, Khanh Hoa has only met 4/6 criteria including: Balanced budget revenue and expenditure; Average economic growth rate in the last 3 years, Average poverty rate according to multidimensional poverty standards in the last 3 years; Proportion of industry, construction and services in the economic structure. There are 2 criteria that have not been met: Average income per capita/month is 1.75 times higher than the national average and the rate of non-agricultural labor in the inner city is 90%.

By 2030, Khanh Hoa strives to achieve the criteria of a type I urban area - a city directly under the Central Government with 9 administrative units at the district level, including: 2 cities: Nha Trang and Cam Lam; 2 towns: Dien Khanh and Van Ninh; 3 districts: Khanh Son, Khanh Vinh and Truong Sa; 2 districts: Ninh Hoa and Cam Ranh. The locality needs about 1.2 million billion VND for development investment, of which the budget is only about 10%, the rest is to attract non-budgetary resources to complete the missing and weak criteria. Mr. Nguyen Tan Tuan, Chairman of Khanh Hoa Provincial People's Committee, said that currently, the province has mobilized about 450 trillion VND for urban development, needing about 750 trillion VND for development in the next 5 years. Khanh Hoa continues to focus on investing in completing and synchronizing the modern infrastructure system, especially traffic infrastructure and digital infrastructure; Promote digital transformation in the tourism, culture, health, education, agriculture, transportation, natural resources and environment sectors: "Khanh Hoa province is ready to roll out the red carpet to welcome investors, believing that under that carpet is a layer of very good sand. Strictly manage planning to ensure sustainability. In particular, invest in infrastructure, invest in health, education, other social security sectors as well as infrastructure to ensure the construction of truly good localities".
