Many benefits from the new red book model

In Clause 21, Article 3 of the 2024 Land Law, the phrase “Certificate of land use rights, house ownership rights and other assets attached to land” is no longer used, instead it is “Certificate of land use rights, ownership rights of assets attached to land”. The new model certificate is only 1 sheet of 2 A4 pages, still showing basic and clear information; the detailed information of the certificate is shown via QR code.

According to the reporter's records, in early March, at the People's Committees of communes and wards; the one-stop department of the People's Committee of Nha Trang City; the Department of Agriculture and Environment of Nha Trang City, many people came to do administrative procedures in land management and use, to issue and change certificates of land use rights and ownership rights of assets attached to land according to the new model. Ms. Nguyen Thi Thu Anh (Vinh Hoa ward) said: "When I was instructed and explained about the new model of land use rights and property ownership certificates attached to land, which are neat, easy to preserve, and avoid folding during use while still providing full information, I very much agreed. Integrating QR codes for lookup makes me feel more secure about the transparency and accuracy of the information."

According to the instructions of the Provincial Land Registration Office, when scanning the QR code on the new model land use right certificate, the ownership of assets attached to land will display a string of characters including: QR initialization time, QR initialization unit, QR printing software; administrative procedure file code, serial number, certificate code, PDF file editing time, security code. Currently, some features of the new model certificate with QR code are still in the process of being completed. Once completed, the integration of QR codes on certificates helps state agencies manage information about digitalized certificates, easily access and verify the authenticity of certificates. People can access specific and accurate information about certificates, increasing transparency in land management. The application of new technologies helps to verify and authenticate certificates, preventing acts of counterfeiting land use rights certificates and property ownership rights attached to land.

More than 12,500 new red books have been issued

Mr. Hoang Le Lin - Director of the Provincial Land Registration Office said that to date, the province has completed the construction of land databases for 8/9 district-level localities (except Truong Sa island district). The province's land database is managed and operated on the VDBLIS land information system and is carrying out procedures to hire information technology services for this information system. Implementing the 2024 Land Law and its guiding documents, the Provincial Land Registration Office has prepared technical infrastructure, databases, and organized training on printing certificates of land use rights and ownership of assets attached to land with QR codes for branches of land registration offices. To date, the Provincial Land Registration Office and 8 branches of land registration offices have issued 12,530 new-model certificates of land use rights and ownership of assets attached to land with QR codes.

Currently, the Provincial Land Registration Office continues to implement the issuance of new-model land use right and property ownership certificates in accordance with the guidance of the Department of Land Registration and Data, Circular No. 10 dated July 31, 2024 of the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) regulating cadastral records, land use right and property ownership certificates and professional guidance documents. In 2025, the Provincial Land Registration Office continues to digitize records and results of administrative procedure settlement on the Provincial Online Public Administration Service Center, ensuring 100% of records are digitized; regularly update and operate the cadastral database, ensuring 100% of records are updated in the cadastral database; timely issue, reissue certificates of land use rights, ownership of assets attached to land and adjust land fluctuations according to current law provisions.

According to the provisions of Article 14 of Circular No. 10 of the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment), QR codes printed on certificates of land use rights, ownership of assets attached to land are used to store and display detailed information of the certificate and information for QR code management... Feedback information from QR codes is as valuable as information on the certificate, consistent with information in the land database or information recorded in cadastral records for places where land databases have not been built...
