At Van Phong Economic Zone: Many key projects will start construction

According to the report, currently, Van Phong Economic Zone is implementing a number of key projects, of which the Tu Bong New Urban Area Project and Dam Mon New Urban Area Project are being reported by the Van Phong Economic Zone Management Board to the Provincial People's Committee and a draft report is being sent to the Ministry of Planning and Investment regarding the conversion of rice land use purposes; at the same time, the investigation, survey, measurement, counting, and verification of land origin and assets attached to land are being organized to serve the site clearance work (GPMB).
For the Co Ma High-end Urban Area Project, the Van Phong Economic Zone Management Board has approved the results of investor selection and signed the project contract. In January, the Van Phong Economic Zone Management Board worked with the investor to develop a preliminary schedule for a specific implementation plan related to compensation and site clearance work; procedures for detailed planning 1/500, environment, land... according to the provisions of law and the contents of the signed project contract. According to the bidding documents and project contract: The timeline for completing land procedures including site clearance and land allocation for the entire project is 14 months, a maximum of 36 months from the effective date of the contract, January 21, 2025. The total progress of implementation and completion of the project is 57 months from the effective date of the contract.
Mr. Le Hong Phuong - Deputy Head of Van Phong Economic Zone Management Board said that it is expected that on July 29, the Co Ma High-end Urban Area Project will start construction to celebrate the Congress of Delegates of Van Ninh District Party Committee, term 2025 - 2030. To start the project, site clearance and land allocation must be completed and the locality must confirm this with the Department of Natural Resources and Environment; Along with that, the project must be granted a construction permit. Therefore, the locality needs to make more efforts to speed up the compensation and clearance process.

The Ho Na high-end resort project (in Dam Mon village, Van Thanh commune, Van Ninh district) in subdivision 3 of Van Phong Economic Zone is being consulted by the Department of Natural Resources and Environment with relevant departments, agencies and sectors on the land use rights auction plan to select investors. It is expected that in February, the department will announce the plan and list of land plots for land use rights auction; receive the land plots, create a cadastral map of the auctioned land plots for appraisal; develop a land use rights auction plan, consult with units; appraise the land use rights auction plan and submit it to the Provincial People's Committee for approval. According to Mr. Nguyen Minh Thu - Deputy Director of the Department of Natural Resources and Environment, the biggest difficulty in this project is determining land prices. After receiving comments from departments, agencies and sectors, the unit will hire a consulting unit to determine land prices to carry out the next steps. Another difficulty is that currently, the planning boundary and the actual boundary of the project do not match, so the Van Phong Economic Zone Management Board needs to coordinate with the Department of Construction and the investor to agree on this issue.
The Doc Da Trang Industrial Park project is scheduled to start construction on April 1. Currently, the investor has developed a specific plan and sent it to the Van Phong Economic Zone Management Board. Accordingly, regarding the site clearance work, the Management Board will continue to work with the Ninh Hoa Town People's Committee in February to try to complete the site clearance work for the remaining 29 households in 2025 (for the 6.7ha area that has a land recovery decision but the people have not yet received funds and handed over the land); the investor will negotiate on the remaining area of 6.71ha that has not yet had a land recovery decision. Regarding the work of preparing, submitting for appraisal and approval of the 1/500 detailed planning, it will be completed within 3 months after the 1/2,000 scale zoning plan of sub-zone 14 is approved.
For the Hon Ngang - Bai Cat Tham marine eco-tourism project, the Van Phong Economic Zone Management Board has approved the local adjustment of the detailed construction planning (1/500 scale). According to the progress registered by the investor, it is expected to complete the procedures for granting construction permits for area A3 (scale of about 224 hotel rooms) in February; construction will start in March.
Remove the obstacles
According to the report of the Van Phong Economic Zone Management Board, the biggest problem in the projects is the site clearance work, including the determination of unit prices to support architectural objects, crops and construction works that are not in accordance with the provisions of law. Particularly for the Tu Bong New Urban Area Project and Dam Mon New Urban Area Project, to speed up the progress of measurement and counting, the Van Phong Economic Zone Management Board proposed that the Provincial People's Committee authorize the Management Board to approve the contractor selection plan according to the provisions of Clause 2, Article 40 of the Law on Bidding.
Mr. Nguyen Thanh Son - Vice Chairman of the Van Ninh District People's Committee said that currently, in the district, there are many key projects of the Van Phong Economic Zone Management Board being implemented; the site clearance work for these projects is mostly assigned to the locality. This is a major responsibility for the entire political system of the district. Van Ninh District pledges to make every effort to soon complete the site clearance work for the projects.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Hoa Nam requested the Management Board of Van Phong Economic Zone to coordinate with investors to promptly complete procedures to soon start the projects according to the set plan. At the same time, localities should soon develop plans for compensation, support, resettlement, and handover of land to investors for commencement; have official documents reporting difficulties and problems in compensation for illegal construction works and architectural structures on land for the Provincial People's Committee to consider and decide. In addition, comrade Tran Hoa Nam also requested the Management Board of Van Phong Economic Zone and investors to develop a roadmap and implementation plan, with specific time for monitoring and urging; periodically report the progress of the projects every 2 weeks to the provincial leaders; promptly advise and propose policies to remove difficulties for investors and localities in the process of implementing the projects..
