Specifically, the representative of the Ministry of Transport said that through the inspection and review of the progress of relevant units, it was shown that as of August 20, 2024, the construction site at 12 North-South Expressway projects in the 2021-2025 phase being implemented had been handed over by localities 99.8%. Specifically, localities have handed over about 719.49 out of a total of 721.25km of land that needs to be cleared for the construction of 12 North-South Expressway projects in phase 2.

“Compared to the progress required by the Government, this work is being carried out slowly by some localities. Typically, in Ha Tinh province, there are still 11/14 locations; Quang Tri has 02/03 locations; Binh Dinh has 6/61 locations; Phu Yen has 73/82 locations; Khanh Hoa has 17/20 locations; Hau Giang still has 5/7 locations... The locations that are slow to be relocated and cleared are mainly high-voltage power lines," a representative of the Ministry of Transport informed.

However, assessing the construction work at the site and the progress of the projects, the representative of the Ministry of Transport said that, based on the synthesis of reports from the Project Management Boards (PMUs - representing the investor) on the progress and construction output, as of August 20, there were 7 component projects that completed the main route on April 30, 2025 - half a year ahead of schedule. These 7 expressway projects include: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Chi Thanh - Van Phong, Van Phong - Nha Trang.

Referring to the specific output of the above projects, the representative of the Ministry of Transport said that the output to date is about 47,208 billion VND - reaching 48.9% of the contract value. Of which, a number of projects have been implemented to meet the required progress and have high output reaching over 52% (total output of 12 projects) compared to the contract value, including: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Chi Thanh - Van Phong, Van Phong - Nha Trang; the two Vung Ang - Bung projects alone reached 62.8%, the Van Phong - Nha Trang project reached 67% of the contract value.

To open the North-South expressway from Lang Son to Ca Mau and complete the target of 3,000 km of expressway by 2025 according to the National Assembly Resolution, on January 1, 2023, 12 component expressway projects of phase 2 (2021-2025) were "pressed" by the leaders of the Government and relevant ministries and branches. The 12 projects have a total length of about 700 km, passing through 12 provinces and cities, including the following provinces and cities: Ha Tinh, Quang Tri, Quang Binh, Quang Ngai, Binh Dinh, Can Tho, Ca Mau. The project is invested in a phased scale with a roadbed width of 17 m, 4 lanes, and a design speed of 80 to 100 km/h.

12 expressway projects are scheduled to basically complete the main route in 2025. To achieve this goal, at the groundbreaking ceremony of the 12 projects, the Prime Minister requested the Ministry of Transport to direct project management boards, supervision consultants and contractors to work with the highest sense of responsibility, mobilize human resources and modern machinery to carry out the project with the spirit of "overcoming the sun and rain", working "3 shifts, 4 teams" to speed up progress; along with that, the Prime Minister also requested that construction be carried out quickly but must ensure safety, quality, and compliance with construction procedures, and not allow corruption or negativity to occur.
